UPDATE August 2021: Scoop DeVille at 528 South Street has soft-opened and is open seven days per week with limited hours 3:00-11:00PM, 12:00AM on the weekends.
Here’s my scoop of the week. Popular Philadelphia ice cream shop Scoop DeVille plans to open a third location at 538 South Street next to Federal Donuts.

“We’re just waiting on permits,” said Spencer Philips, owner. “Hoping to open ASAP!”
In 2013, it opened a shop in Rittenhouse, which moved to Midtown Village at 1109 Walnut Street in 2018, then a second location opened inside of the Bourse in Old City at 111 S. Independence Mall E.
There’s always room for more ice cream, even on the street with several other frozen dessert options such as Frozen Rolled Ice Cream (511 South), Haagen Dasz (242 South), and Rita’s Italian Ice & Frozen Custard (239 South).
